Answers: Yes, its perfectly usual. As we get older, yes even at 23, the skin starts to decrease elastic and is more prone to damage.
That said, stretch results are particularly hard to treat, as they are cause by the collagen in your skin breaking apart which then forms blemish tissue. Like any other scar, it will fade, but never go away. (Usually stretch grades start out reddish purple then turn white)
But adjectives hope may not be lost. If they are still that reddish purple color i mentioned, you may be able to treat it beside cocoa butter. There has been some anecdotal and controlled clinical evidence that this works to lessen the scarring. However, if they are already white, there is virtually nothing you can do aside from extremely expensive laser removal treatment.
P.S.-Many companies will publicize 'magic' ointments and lotions that claim to completely remove stretch marks; these simply don't work.
