bring blood to the surface to see the veins and to relieve with the shot going in...i'm guessing it help desenstify the area they shouldn't slap ur arm if ur geting a "shot". they do slap ur are if they are taking blood . once the turniq is on they "slap" the arm so the vain will rise. it makes it easier to draw blood.
