Could this be meningitis?

Im 20 years old and could the doctor inform by taking blood? what exactly is a ''spinal tap''what do they do? and how do I know if these symptoms that are making me think I own meningitis) arent just from my migraines? the backache in collar and head, sensitivity to oil lamp etc?

and yessss, Im going to the doctors but can you answer the questions for the meantime?
