What do you mean by "no ventilation"?
If you suggest "do they generate carbon monoxide" or something, then no, they are not uncertain that way. It's sturdy to imagine a space near "no ventilation". Can you clarify?

No, I can't see where it would be unsafe - unless you're sticking your head contained by a box where the candle is burning or something.. A candle surrounded by a room burning is not dangerous though - you don't live contained by a vacuum after all.
