Dr's Office question-They want to charge me a $15 duty to precert a medication for my insurance. Is this right?

I work in the medical enclosed space and have never hear such a thing! I am 27 and surrounded by good robustness, except I have have severe heartburn for years.My Dr told me during my yearly physical that she feel I needed to be on a stronger medication and wrote me a prescription.She told me at the time of the exam that she "fully expected" insurance to "fight her on this" because of my age and condition i.e. not common.She also said at that time that it would be no big do business, "just enjoy the pharmacy call our department and we will get that paperwork going". I dropped bad the Rx last Friday and be told to check back contained by 3-4 days.Yesterday was Wednesday and the pharmacy have not heard anything. Today I call the Dr's office to hear if they have heard anything on the other hand from the insurance company and they told me that there be a not on my chart stating that I had two option. I could either dance back on the prescription I was previously on, or discharge a $15 charge for them to start my precert. Has anyone dealt near this?

Sorry if I seem overly passionate, but I had to speak beside my insurance company twice this week.
(Personally, I think things are on the way because I was competent to control myself after each conversation.
