If someone be to own a need of triiodothyronine (T3), could this create delayed nouns contained by a creature?

What I really want to know is weather or not a lack of the thyroide hormone triiodothyronine, congenital or not, slow the growth process and/or create delayed nouns? Because I know that triiodothyronine is responsible for a range of function's contained by the body ranging from growth to body heat.
