Answers:    what the Tvirus did be turn people into zombies, they be dead but animated, not exactly what I would give the name "behavioral changes". No, there is no virus that will do what the Tvirus did within resident evil.
Now, there are disease states that do affect behavior, none that trade name zombies, or flesh eaters out of people, but because of change in brain chemistry can convert behavior. Some times they can become angry or violent, some times they can become submissive and apathetic, there is no mode of knowing which will happen however.
