Answers: Tongue tied is when the babies tongue is stuck to the bottom of their mouth. The membrane is too long and pulls the tongue down. They snip it with a duo of scissors when the baby is roughly speaking a week old. I own never heard of anything that cause the tongue to stick to the top of the mouth. Both my children were tongue tied and have their tongues snipped.

I agree that you are probably thinking of "tongue-tied". Many times presently they don't even clip the tongue unless there are proven issues beside feeding.
