Answers: She's right that Mattel let the bubble drop and didn't check on the quality of their manufacturer.... but to actually answer your query, it's not allowed to be used within toys (which is why there be a recall). Yes, it's cheaper than the safer things, which is why that unscrupulous company used it (to make a few extra bucks fast).
There are dozens of without a flaw safe alternatives that are used within toys, tools, kitchenware, fixtures, and anything else that uses coloring or paint..... this is just one example of how the bubble was dropped on verify quality.
Fortunately, it's VERY undercooked that any company uses contaminated things like head paint anymore.
Mattel seems to hold outsourced their production to another company who has outsourced to another comany again who don't follow the strict regulations they should and use front paint, which as we know is banned within civilised society! Basically Mattel has be a bit lazy contained by its check ups on outsourcing.
