What is the legal warmth the owner can set the temperature at because we are freezing to departure in the winter...
Answers: I would suggest calling your local city audience and ask them if there's a "legal warmth requirement", as that may vary by city or state... although I've never hear of one in any state (aside from "above freezing temps" surrounded by colder states so the pipes don't freeze).
As far as how to keep it furnace, do you pay electricity or does the owner? If it's too cold, you could buy a space kiln or you could open the oven and turn it on (which you should single do if it's electric, as gas could kill you). Of course, those are better for you if the owner pays electricity, but that's another story.
If nil else, have a chat next to the owner and ask him to raise the temp to 70 or 72 during the light of day. Maybe you could make a agreement that he lowers it at night and you use an extra blanket.
I know some converted houses hold only 1 or 2 thermostats (if it's 1, it's typically controlled within the main apartment, which is probably your situation), so you may a moment ago have to work around it if the owner get hot easier or lives on the top floor of a 2-story convert (which will be the warmer floor within that case). Often times, a nice discussion can solve all sorts of problems that may hold stemmed from misunderstandings or not thinking about someone else's position. Good luck!
There is no tenet about warmth settings. It is odd that they can control it... respectively apartment should have their own thermostat that you control on your own. I've never see one that does not have its own thermostat.
The merely thing you can do is receive a space heater or something.
