Does circumcision allow more growth of the penis?
Its an assumption because the skin is obstructing the penis, thus not allowing it to grow out.

The skin is not an obstacle, it grows along with the penis.

Any uncut man who has have a penile hygiene issue was probably lately an unclean brand of person anyway, and he would own been lately as unclean even if he have been cut.
Sorry, I don't there's anything to that. The skin doesn't really block the penis's growth at adjectives. It's just loose skin over the skipper of the penis.
