Answers: No. It is a defect surrounded by the hard and/or soft palate. The lip is usually deformed and nearby is an open track contained by the mouth. Makes it difficult to eat/swallow. In the USA, easily fixed. Noticed at birth by a physician. Up to the parent's to follow up. Covered by medicaid if you own it.
