Can doctors of osteopathic medicine perform upper cervical manipulation similar to chiropractors do?

you'd be surprised to find that manipulation is really not taught contained by osteopathic school much anymore. some older DOs may do it, but in a minute they are mostly trained for specialities like internal medicine, ER etc.
I'm a chiropractor & near are 5-6 DOs in town, only one of which does any spinal manipulation & he singular does thoracic stuff & refers out for everything else.

NO. DOs are very fine doctors. But they in no channel can perform specific upper cervical manipulation like a chiropractor. Some DOs are highly good manipulators but very few are. But you are asking nearly upper cervical work. Chiropractore area specifically schooled contained by just this area.
